A working group was established at the beginning of 2009 by the General Director of the DG R+D+i Department of the Government of the Balearic Islands, the Director of the Balearic Islands Statistics Institute (IBESTAT), and the Director of SOCIB, in collaboration with the Socio-environmental Observing System of Menorca (OBSAM).  Menorca was chosen as a pilot site due to its high level of conservation (it is a UNESCO world heritage site) and because of the internationally recognized leadership of the Insular Council of Menorca (e.g. through the insular territorial plan of Menorca).  
 
The specific objectives of the pilot project in Menorca for the implementation of the System of Indicators for ICZM were:
 
  • For selected indicators, design and develop a series of technical worksheets (i.e. instructions for data access and calculation)  for decision-makers and scientists involved in measuring the indicators. These worksheets are intended to facilitate a systematic, standardized, coordinated, comparable and replicable implementation of the system. 
  • Where necessary, Fine-tune and develop the methodology associated with the selected indicators in a specific case context. 
Overall, this study represents an important first step towards fulfilling the important objective of implementing the system of indicators in the Balearic Islands.
 
The Menorca pilot project focused on the 17 indicators identified as highly important and viable in the second phase of the project (see Dictamen CES 05/2007). The first stage of the pilot project (October 2009 – August 2010) led to the completion of the technical worksheets, with associated Excel spreadsheets of the raw data (see technical report). Following this a series of graphical examples were produced for a number of the indicators. These documents can be downloaded (in Spanish) from the indicators and data section of this website.
