The ICTS SOCIB Data Policy provides a regulatory framework that must be adhered to by the various actors involved in the production, access, and use of data managed by the Balearic Islands Coastal Observing and Forecasting System.

Data Policy

The ICTS SOCIB Data Policy is articulated through 6 pillars:


1. Commitment to prioritise open access to data over restricted access whenever possible, aligning with the Spanish National Strategy for Open Science for the period between 2023 and 2027

2. Compliance with the EuroGOOS Data Policy 2023, representing the European implementation of the IOC Data Policy and Terms of Use (2023).

3. Data Quality Policy:

  • Adherence to the FAIR Principles.
  • Implementation of Quality Control procedures in line with international standards, both in real-time and delayed-time.
  • Fulfilment of scientific and operational requirements for the SOCIB multiplatform and forecasting systems, including related research projects.
  • Inclusion of data assets in the SOCIB Metocean Data Repository.
  • Assurance that SOCIB metadata meets international standards.

4. Promotion of best practices for data management across the entire data lifecycle.

5. Assurance of the reliability of the SOCIB Metocean Data Repository, certified by the CoreTrustSeal.

6. Establishment of clear Terms of Use for data users, including guidelines for associated services and tools.

Commitment to Good Data Management Practices


Since 2017, ICTS SOCIB has been an Associate Data Unit of the Intergovernmental Oceanographic Commission (IOC/IODE), and therefore adheres to the recommendations and standards of leading organizations in the management of meteorological and oceanic data globally. In this sense, ICTS SOCIB commits to: 

1. A Data Management System (DMS) for the effective management of data throughout its value chain. The Data Management Program (DMPr) is the framework in which the DMS is managed, evaluated, and improved.

2. A roadmap of good practices based on a data management maturity model - Data Management Maturity (CMMI® Institute). The goal is to implement, optimize, and monitor data management capabilities around 5 categories: Data Management Strategy, Data Governance, Data Quality, Data Operations, and Platforms and Architecture.

The ICTS SOCIB provides open access to meteorological and oceanic data, in real-time and with quality control, and ensures its management and long-term preservation in its essential facility, the SOCIB Metocean Data Repository.
